1 - Rules
- 1.1 - O IberCup será disputado em conformidade com as seções aplicáveis das regras da FIFA. Em questões de interpretações das regras da FIFA, aplica-se o texto em inglês.
- 1.2 - As equipas estão divididas em grupos de três a seis equipas, dependendo do número de equipas na categoria.
- 1.3 - A classificação das equipas será determinada de acordo com os seus pontos. Três pontos são atribuídos a uma vitória, um ponto a um empate e zero pontos a uma derrota.
- 1.4 - Se duas ou mais equipes terminarem com o mesmo número de pontos, a classificação será decidida da seguinte forma:
1º - Saldo de gols;
2º - Maior número de gols marcados;
3º - Resultados entre equipes (jogos entre ambas) com o mesmo número de pontos;
4º - Maior número de vitórias;
5º - A equipa com a média de idades mais baixa.
- 1.5 - Jogos fase de Grupos
- 1.5.1- O sistema de disputa da competição é determinado pelas seguintes regras:
- 1.5.2 - As equipas jogam entre si na 1ª fase de grupos a uma só volta.
- 1.5.3 - A ordem entre as equipas será decidida de acordo com os pontos.
- 1.5.4 - Caso uma equipa seja desclassificada ou se retire durante a fase de grupos, todos os resultados serão alterados para 0-3 (W.O) a favor do adversário.
1.6 Jogos de Playoff
- 1.6.1 - Todos os jogos de playoff são decididos em formato de eliminação direta.
- 1.6.2 - Um jogo que termine empatado será decidido pela marcação de pontapés da marca de grande penalidade de acordo com as regras da FIFA com uma série de 5 marcadores em cada equipe
- 1.6.3 - Todos os jogadores inscritos na competição e presentes no jogo em questão estão autorizados a participar na decisão de grandes penalidades.
- 1.6.4 – Nas penalidades, o juiz verá a quantidade total de atletas presentes na partida em cada equipe e atribuirá o número máximo de batedores tendo como referência a menor quantidade;
- 1.6.5 – Após a definição do item 1.6.4 os treinadores ficam livres para escolherem quais atletas irão realizar as cobranças.
- 1.6.6 - No caso de as equipes terminarem empatadas no final da rodada de 5 grandes penalidades, será encontrado o vencedor depois de uma equipe conseguir marcar e a outra falhar no seu turno.
- 1.6.7 - Em caso de todos os cobradores já terem realizado a cobrança e a partida não estar definida, a ordem recomeça com os mesmos atletas.
- 1.6.8 - No caso de uma equipe ser desqualificada ou desistir durante os jogos eliminatórios (playoff), a equipa oponente seguirá em frente na competição.
- 1.7 - Regras das Categorias
1.7.1 - Categorias - Masculino 2019, 2018, 2012 e Feminino 2012

3 - Players
3.1 - In all categories, the maximum and minimum number of registered players per team is as follows:
- Fut 11 - Minimum of 16 and maximum of 22 players.
- Fut 7 - Minimum of 10 and maximum of 14 players.
3.1.1 - A maximum of 4 responsible persons and a minimum of 1 for 11v11 teams and a maximum of 3 responsible persons and a minimum of 1 for 7v7 teams.
3.2 - All players must be able to prove their age with their original identification document and/or passport, with a photo and date of birth.
3.3 - We recommend that all players use the same number on their jersey throughout the competition.
3.3.1 - If players change numbers between games, the coach or team leader must update this information before the start of the game with the field staff, or all statistics for that player will be incorrect.
3.4 - Teams can use all players registered in the competition system.
3.5 - In-game substitutions must follow the following rules:
3.5.1 - A substituted player may re-enter the game.
3.5.2 - Substitutions can be made without the game needing to be stopped, provided the referee gives permission.
3.5.3 - All substitutions are made in the team's technical area. If there is no defined technical area, the substitution will be made at the halfway line.
3.5.4 - The player can only enter the field when their teammate is outside the legal playing area and only after the referee gives permission.
3.6 - All incorrectly made substitutions will be penalized with a yellow card.
3.7 - For goalkeeper substitutions, the game must be stopped and the referee informed.
3.8 - A player can represent the same club in multiple categories but cannot represent more than one team in the competition.
3.9 - If a player represents a team in different categories, they must be registered on all registration forms for the categories in which they will participate.
3.9.1 - If a player represents a team in different categories but is only registered with one team, the player will not be allowed to participate in the remaining teams. If this happens, they will be excluded from the competition, and the team will lose by 0-3 in the games in which the player participated.
3.10 - If a club competes with two or more teams in the same category, players from these teams CANNOT switch teams. If this happens, they will be excluded from the competition, and the team will lose by 0-3 in the games in which these players participated.
3.11 - Teams presenting players not listed on the registration form may be excluded from the tournament.
3.12 - Player registration during the competition is not allowed. The deadline to register players is until May 30th. After validation and accreditation, no more player registrations will be accepted.
4 - Playing Period
4.1 - In categories with a 7v7 competition format, there will be 2 (two) halves of 20 (twenty) minutes in all games.
4.2 - In categories with an 11v11 competition format, there will be 2 (two) halves of 25 (twenty-five) minutes in all games.
4.3 - There will be a 2 (two)-minute halftime break in all games, in all categories.
4.4 - All games will start promptly, as per the published schedules.
5 - Match Details
5.1 - Match Sheet:
- 5.1.1 - In all matches, it is mandatory to check the online match sheet with the field manager before the match starts.
- 5.1.2 - All players registered in the competition must be included in the match sheet.
- 5.1.3 - If a player is not on the match sheet, it cannot be used in the match. In this case, the team leader should contact the competition's administrative services to solve the situation.
- 5.1.3.1 - Any player or leader not included on the roster, cannot access the technical area.

- 5.1.4 - The match sheet is always active with the information from the previous match. If it needs to be updated, the team leader must make changes to the IberCoach App before the next match begins.
- 5.1.5 - The team leaders MUST confirm the player's list numbers for the match on the IberStaff App, before the match starts to avoid any mistakes in the match incidences.
- 5.1.6 - Even if there has been no change in the player's jersey numbers compared to the previous match, the team leader must always validate the match in the IberCoach app, 45 minutes before the game starts, or the match may not start at the scheduled time.
- 5.1.7 - All players on the team list are considered as if they have participated in the match.
- 5.1.8 -Random controls of team lists and Participant lists will be carried out.
5.2 - Player's Uniforms:
- 5.2.1 - Numbers on jerseys are MANDATORY.
- 5.2.1.1 - If the player does not have a number on the jersey, he/she will need to add "manually" a number with a ribbon or will not be allowed to play the match.
- 5.2.2 - The number of players on the match sheet must match the numbers on the jerseys.
- 5.2.3 - Two players from the same team cannot use the same number in the match.
- 5.2.4 - The number that each player has on the team list must be the same as the number on the shirt.
- 5.2.5 - If a player changes the number`s shirt from the previous game, this information must be updated on the online match sheet with the field staff prior to the start of the match.
- 5.2.6 - No player can change numbers during the same match. Failure to comply with this rule will give the player a yellow card and will need to leave the pitch to wear the appropriate jersey.
- 5.2.6.1 - The player can only re-enter the match when he or she is using an authorized jersey number and with the referee's consent.

- 5.2.7 - If the teams use the same equipment color, the choice of who changes equipment, will be made with a coin toss challenge. Whoever loses will have to change equipment.
- 5.2.8 - The use of a shinguard is mandatory in all matches.
- 5.2.9 - The use of aluminium studs is expressly prohibited, whether on artificial turf or natural grass pitches.
5.3 - Before and after the match:
- 5.3.1 - All teams should be ready at the field no later than 15 minutes before kick-off with valid documents for the age control, in case they are asked.
- 5.3.2 - All team leaders or coaches will have to immediately after the end of each match, validate the online match sheet with their PIN that is available in the MyTeam Info area on the website. Failure to validate may result in a notification from the IberCup jury.
5.4 - MatchBalls
- 5.4.1 - All matches of 11v11 are played using size 5.
- 5.4.2 - For 7v7 and 9v9 all matches will use size 4.
- 5.4.3 - The organization will provide official match balls for the matches but the teams must bring also their own match balls.
- 5.4.4 - The organization does not provide match balls for warming up before the matches.
- 5.4.5 - For teams that wish to purchase balls for their warm-up, please contact the organization.
6 - Registration - Team Roster - Age Control
6.1 - Inscrição dos Jogadores
- 6.1.1 - O responsável da equipa terá acesso à área do My Team Info assim que seja realizado o primeiro pagamento ou depósito de caução, o que permitirá inscrever com antecedência os seus jogadores no sistema.
- 6.1.2 - São informações necessárias para o registo dos jogadores:
- Nome completo;
- Data de nascimento;
- Foto do documento oficial (RG ou passaporte);
- Número de identificação (RG ou passaporte);
- Foto atleta
- Posição.
- 6.1.3 - Após a inscrição ter sido efetuada com sucesso, o responsável da equipe deve inserir o documento dos atletas e foto dos mesmos no sistema até 30/Maio, os documentos (RG/Passaporte) devem estar legíveis e atualizados. Após essa data, o sistema ficará travado para a inserção de novas informações.
- 6.1.4 - As equipes devem ter a foto do jogador carregada no seu perfil, para que seja possível verificar o documento de identificação com a foto no website.
- 6.1.5 - Após recebermos toda a documentação, podemos proceder à acreditação online dos jogadores.
- 6.1.6 - Se o responsável de equipa não fizer a acreditação seguindo os passos indicados, o jogador não será autorizado a participar.
- 6.1.7 - Note-se que em edições anteriores alguns jogadores foram impedidos de participar porque os seus responsáveis de equipa não respeitaram o prazo para este processo. Os jogadores são assim impedidos de participar e todas as taxas pagas serão perdidas.
6.2 - Acreditação Online:
- 6.2.1 - A acreditação online só pode ser iniciada quando todas as etapas do processo de inscrição de jogadores estiverem concluídas com a devida documentação do nosso lado (Identificação / Foto / Digitalização de documentos)
- 6.2.2 - O processo de acreditação online é validado através da lista de jogadores registrados no website juntamente com a fotografia já registrada no sistema, através de toda a documentação enviada para a organização.
- 6.2.3 - Até 40 dias antes do início do torneio, todos os jogadores devem ser inscritos no sistema online. Após esta data, será cobrada uma taxa administrativa adicional de R$300,00 por equipe que não tenha terminado o credenciamento online dentro do prazo.
- 6.2.4 - Se houver alguns jogadores que no momento da acreditação online ainda não tiverem a sua foto carregada no sistema, não terão a sua acreditação válida e não estão autorizados a participar.
- 6.2.5 - Os jogadores que não forem verificados na acreditação online, não serão autorizados a participar mesmo que se apresentem no dia do jogo com algum documento de identificação pessoal.
- 6.2.6 - As equipes só aparecerão visíveis online no calendário dos jogos do site da competição, quando todo o processo de credenciamento online da equipe estiver concluído. Caso isso não aconteça, a equipe pode ser excluída da competição, sendo substituída por outra equipe local se o credenciamento online não estiver concluída até 40 dias antes do início do torneio.
- 6.2.7 - Para que os jogadores sejam oficialmente registrados e tenham o processo de acreditação concluído, todos os pagamentos terão de ser efetuados pelas equipes.
6.3 - Retiradas dos kits das credenciais
6.3.1 - É obrigatório fazer a acreditação online.
6.3.2 - Os responsáveis de equipe serão informados com antecedência sobre onde podem realizar este procedimento antes do início do torneio.
6.3.3 - O responsável de equipe só está autorizado a recolher o kit da equipe se o processo de acreditação online estiver concluído.
6.3.5 - Se existir um jogador com uma verificação pendente por parte da organização, este já não pode ser validado mesmo deslocando-se ao escritório para efetuar a acreditação presencial.
6.3.6 - Para equipas que viajam de avião ou no seu próprio transporte, o kit da equipe é retirado no dia 11/Julho (Sábado).
6.3.7 - Para equipas locais, o kit da equipe deve ser retirado nos dias 09 e 10 de Julho. (quinta e sexta).
6.3.8 - Se qualquer responsável de equipe local recolher o kit da equipe apenas 1 dia antes da competição, terá de esperar em longas filas e não terá prioridade em relação às equipes com alojamento e que farão a retirada nesse dia.
6.3.9 - Apenas a pessoa responsável pela equipa precisa estar presente para recolher o kit da equipe e receber algumas informações importantes.
6.3.10 - Se os responsáveis de equipe não retirarem os kits, as equipas NÃO poderão participar no primeiro jogo.
6.4 - Controle de idade:
- 6.4.1 - As equipas precisam trazer consigo documentos de identificação (RG ou passaporte) dos jogadores para os jogos.
- 6.4.2 - O controle da idade consiste numa verificação aleatória às equipas, e pode ser efetuado em qualquer altura.
- 6.4.3 - Este controle de idade será efectuado através do nosso Staff devidamente identificado com "Controle de Idade", através da confirmação visual entre os jogadores, o perfil que está registado no sistema e o documento.
6.5 - Ficha de jogo:
- 6.5.1 - Até 45 minutos antes do início do jogo todas as equipes devem estar preparadas, sendo que o líder da equipe deve confirmar com o staff de campo, o alinhamento dos jogadores para que o jogo comece com os números corretos das camisas.
- 6.5.2 - Mesmo que não tenha existido alteração nos números das camisas dos jogadores em relação ao jogo anterior, o líder da equipe deve sempre validar o jogo com o staff de campo, 45 minutos antes do início do jogo, caso contrário o jogo pode não começar à hora marcada.
- 6.5.3 - Este período pode servir para confirmar a idade dos jogadores com o Staff da competição, e se necessário, também para validar o número correto nas camisas dos jogadores.
- 6.5.4 - Se o responsável da equipe não confirmar os números dos jogadores na lista oficial de jogadores para o jogo com o staff de campo, 45 minutos antes do início do jogo, o jogo não poderá começar à hora marcada.
- 6.5.5 - O líder da equipe deve ter este procedimento automatizado em todos os seus jogos, para evitar qualquer erro de informação sobre os incidentes do jogo, tais como o número do marcador de gol e as suas assistências.
- 6.5.6 - Para as equipas que não validem a folha de jogo 15 minutos antes do horário do jogo, poderá ser aplicado um Walk Over. A organização pode aplicar uma multa de R$300,00 ou impedir a equipa de jogar novamente até que esta multa seja regularizada.
7 - Special Authorizations (Number of players per team who are at most one year older than the age of that category)
- 7.1 - As dispensas serão automaticamente concedidas nas categorias masculinas a:
- 7.1.1 - Fut 7v7 - Até 2 atletas do sexo feminino serão automaticamente aceitas sendo 1 ano acima da categoria.
- 7.1.2 - Fut 11v11 - Até 2 atletas do sexo feminino serão automaticamente aceitas sendo 1 ano acima da categoria.
- 7.1.3 - No sentido de inclusão no futebol, existem ocasiões onde a IberCup autoriza a inscrição de atleta sendo até 01 (um) ano mais velho que a categoria. Para informações completas, consulte o setor comercial.
- 7.2 - As dispensas serão automaticamente concedidas nas categorias femininas a:
7.2.1 - Fut 7v7 - Até 5 Jogadoras serão automaticamente aceitas sendo 1 ano acima da categoria (2011) e até 1 jogadora sendo 2 anos acima (2010).
7.3 - Outras autorizações especiais poderão ser consideradas; para tal, deverá contactar a organização.
8 - Football Rules
8.1 Competition formats:
8.1.1 - In competitions with the 7x7 format, all categories play 7-a-side football (one goalkeeper and six outfield players).
8.1.3 - In competitions with the 11v11 format, all categories play 11-a-side football (one goalkeeper and ten outfield players).
8.2 - Offside:
8.2.1 - Offside occurs in the 11v11 categories.
8.3 Goal kick:
8.3.1 - The goal kick will always be taken from the ground, with the ball placed at any point that delimits the penalty area.
8.3.2 - In a goal kick, the ball is in play as soon as it is kicked and moves clearly (it does not need to leave the penalty area).
8.3.3 - Opponents must remain outside the penalty area until the ball is kicked.
8.3.4 - Teammates may be inside the penalty area at the time of taking the goal kick.
8.3.5 - If opponents enter the penalty area before the ball is kicked, the kick is retaken.
8.4 - Other Rules
8.4.1 - For every midfield kick-off, at least two touches on the ball are required for a goal to be valid (i.e., a direct shot from midfield is not valid unless the ball touches someone).

8.4.4 - Passing the ball back to the goalkeeper and them catching the ball with their hands is not permitted.
8.4.5 - All other major refereeing rules will be applied in addition to the aforementioned points.
9 - Campos de Jogo

- 9.4 - Podem ser utilizados outros campos, caso o número de equipas seja bastante superior ao previsto.
- 9.5 - Os campos 7v7 são de medidas 50x30 e os campos de 11v11 são de medidas 100x60.
10 - Game Schedule
10.1 - The organizing committee has the right to change groups, schedules, and playing fields before and during the competition.
10.2 - In case of changes, teams will be duly informed, but it is the responsibility of the teams to check the website 2 hours before the start of the game to verify its location.
10.3 - You should check the game schedules at all times, especially when advancing to the next stages, as the organization may be forced to make changes to the game schedules and fields due to logistical requirements.
11- Referees
11.1 - All referees are members of a football association in their country.
11.2 - All 11-a-side football games have at least 2 or 3 referees.
11.3 - All 7x7 category games have 1 referee.
11.3.1 - For the Playoff phase in the 7x7 categories, the organization may, if possible, provide two referees.
11.4 - The referee coordinator during the tournament will be available at the IberCup office.
12 - Tournament Jury
12.1 - The Tournament Jury consists of representatives.
12.2 - The Jury deals with protests, penalties, and unforeseen situations.
12.2.1 - All situations that occur are always analyzed according to "Fair Play".
12.3 - The decisions of the Tournament Jury are final. Note that the decisions made may not correspond to FIFA rules based on Fair Play.
13 - Protest and Sanctions
13.1 - All protests must be submitted in writing by the team's representative and handed to the jury within 60 minutes after the end of the game.
13.2 - Protests must be delivered to the tournament office.
13.3 - A protest fee of R$300.00 must be paid at the time the protest is submitted to the tournament office.
13.3.1 - This fee will only be refunded if the protest is upheld.
13.3.2 - Recordings of the play/game will not be accepted as evidence.
13.4 - Protests based on refereeing decisions will not be accepted.
13.5 - In all categories, if a player receives a red card, they can be substituted by another player during the game, except in the 11x11 categories.
13.5.1 - The sanctioned player in this game may participate in the next match unless the referee reports the expulsion as very serious, for it to be reviewed by the jury and decide whether the player will be subject to one or more games of suspension.
13.5.2 - If a suspended player participates irregularly in a game, the team of that suspended player automatically loses the game 0-3.
13.6 - Yellow cards are not accumulated.
13.7 - Serious infractions will be reported to the football federations of the corresponding countries.
14 - Absences
14.1 - If a team fails to appear for a game without a valid reason, that team may be attributed a 3-0 loss, but only after a decision by the jury.
14.2 - If a team fails to appear on time for a game due to transportation delays caused by traffic or other reasons, the jury may decide to delay the game (maximum 20 minutes after the scheduled game time), valid only for the first game of the tournament on that day.
14.2.1 - In exceptional situations, the game may be rescheduled for another time on the same day or the next day if there are no available fields when the teams arrive.
14.3 - If a team repeatedly fails to appear for games, the team in question may be excluded from the tournament.
14.3.1 - In special cases, the tournament jury may decide to exclude a team immediately after the first infraction if it finds that the infraction was deliberate for self-benefit and unfair to another team in the group.
14.4 - Any team that loses a game by failing to appear (forfeiting) must pay a fee of R$300.00 to play the next match and continue in the competition.
14.5 - If a team fails to appear for the last group game without a valid reason and for its own benefit, it may be eliminated or disqualified, but only after a decision by the jury.
14.6 - If a team fails to appear for the match, the organization is not responsible and will not reimburse any of the teams.
14.7 - If a game is interrupted for any reason and cannot be played to completion, the jury will decide on these 5 alternatives:
14.7.1 - If the game must be restarted from the beginning.
14.7.2 - If the game will be restarted from the minute it was interrupted.
14.7.3 - If the result at the time of interruption will be decided as the final result.
14.7.4 - If one of the teams wins 3-0.
14.7.5 - If both teams lose by 0-3.
15 - Conduct Rules
15.1 - Team leaders are responsible for the behavior of their players in case of damage caused to sports facilities, locker rooms, accommodations, transportation, or other facilities.
15.2 - In case of damage, the responsible party should immediately contact the organization staff.
15.3 - In case of doubt in the interpretation of the tournament regulations, you should directly contact the organization staff.
15.4 - Silence must be respected in accommodations between 22:00 and 7:00.
15.5 - Meal times must be respected. Teams may miss their meals if they arrive late.

15.7 - Disrespect for these rules will be reviewed by the tournament organization and may result in exclusion from the competition and accommodations, and consequent loss of the security deposit.
16 - Conduct of Family and Supporters
16.1 - Teams are responsible for the conduct of their supporters and family members.
16.2 - Teams may lose a game if the referee decides to end the game based on the verbal and violent misconduct of their family members and supporters towards the referees or any other tournament staff.
16.3 - Teams may be expelled from the tournament upon their first incident, based on the verbal and violent misconduct of their family members and supporters towards the referees or the other team, and they will forfeit their security deposit.
17 - Insurance and Liability
17.1 - Each player must have medical insurance (related to their federation or private insurance).

17.3.1 - These issues will be resolved under the teams' own responsibility and are not the responsibility of IberCup or the local organization.
17.4 - Participants from countries that do not have any medical insurance agreements with Brazil must have personal medical insurance.
17.5 - Team leaders must know in advance which hospitals/clinics their insurance company has agreements with so that in the event of medical services being required, they can direct their athletes to them.
17.5.1 - If the ambulance drivers are not informed by the team leaders about which clinic or hospital to go to, the team is responsible for paying for the services provided at the hospital where the player was taken, if it does not have an agreement with their insurance company.
17.6 - The organization does not assume any responsibility in case of theft of sports equipment or personal belongings of the participants in the accommodations, transportation, or sports venues.
18 - Water for the Games
18.1 - There may be water distribution for the teams during the games, with each team having a specified amount of water provided for each game. The team manager must collect the water at the distribution point at the tournament.
19 - Changing Rooms
19.1 - Teams should leave their accommodations already dressed for the game.
19.2 - Some sports complexes may have changing rooms, but some are small, and due to the high number of teams, your team may not find a place to change.
19.3 - This rule applies to local teams.
19.4 - Teams with accommodation arranged through the organization should shower in their own accommodation after returning from the game.
20 - Authorizations for Participation in the IberCup
20.1 - All foreign teams must request their football federations to send an authorization letter to the IberCup (info@ibercup.com) in order to participate in the tournament. In countries where football is organized by football schools, the organization also allows the participation of teams from these countries affiliated with football schools, and in these cases, they only need to send an authorization letter from the club or school.
